In creating a new Young Offenders Institution (HMP YOI Isis) adjacent to Belmarsh Prison in south east London, the Ministry of Justice wanted to construct two new house blocks, a new entry and central block containing services such as education, medical, segregation and fitness & health, and a new central energy centre.
SPIE was appointed by Interserve Project Services as a nominated Tier 2 supplier, to carry out full mechanical and electrical design and construction for the project, from concept to BAFO to completion.
The overarching aim was to deliver a solution that was easy to maintain, robust, able to meet the harsh operating conditions but also conducive to education and rehabilitation.
In addition to the standard M and E solutions, the project provided some unique challenges, including high-pressure misting systems, wood-burning boilers, rainwater harvesting and CHP generation.
SPIE’s solution met the stringent prison design guides and client-specific needs, which included BREEAM ‘excellent’ rating and an energy-saving plan that required a 38% improvement against base models.
